refactor: update TS types for steps-based recipes, remove dead code

Add RecipeStep interface, update Recipe (remove patchTemplate/
impactCategory/impactSummary/action), replace previewApply/applyRecipe
with applyConfigPatch, delete recipe_catalog.ts.
